The City of Detroit Lakes was experiencing growth opportunities in northern portions of the city. Becker County began planning for the construction of a new jail facility in the area which will require municipal sewer and water services. This along with several other factors, city officials began a long-range planning process that will provide guidance on how to extend and configure municipal infrastructure in this area.

Project Details:

The primary objective of the study was to evaluate this area for various options to extend municipal infrastructure for both short- and long-range growth. The master planning process included:

  • Review of future land use and potential development for the subject area.
  • Determination of water demands and sanitary sewer flows based on phased growth and area development.
  • Examination of existing sewer and water infrastructure on Tower Road, its service area limitations, and the potential for extension of services to adjacent areas
  • Assessment of the downstream sanitary sewer collection system capacity and potential routing of new sanitary infrastructure to the city’s wastewater treatment facility.
  • Evaluation and recommendations for siting and sizing of future sanitary lift stations.
  • Modeling of the existing and future water distribution system for evaluation of pressure, fire flow, looping and sizing of critical water mains and storage needs.

 The master plan allowed the city to design and construct the first phase of the improvements with confidence that these first and foundational improvements would be made in a fashion that would allow for future and cost-effective growth into other areas in this portion of the city. The first phase of the improvements was completed in the summer of 2017 and a second phase constructed in the summer of 2018.
